The ICP is national and the PSB License is regional: it indicates to the local police authorities and to users that the site content has been approved (locally) the organisation approving the site is: called the "public security bureau" which is our equivalent of the police responsible for local security.

Wordpress makes blogging easy. For simply adding articles it is unsurpassed. It's weakness is in flexibility. It is tricky to manage large amounts of content selectively showing over various pages without having coding knowledge.
