How regulated is the internet in China?
Every site is further regulated and inspected by the local Police Authority in this case the Beijing Public Security Bureau and is a mandatory requirement. The ICP is national and the PSB License is regional: it indicates to the local police authorities and to users that the site content has been approved (locally) the organisation approving the site is: called the "public security bureau" which is our equivalent of the police responsible for local security.
